. there are many, many unanswered questions tonight, including unconfirmed reports on devices found. law enforcement officials have not confirmed that there were other unsploided bombs. the official confirmation is that there were two devices. to the extent that there were other devices today, isolated and treated in some way by law enforcement, those may have been devices that were investigated as suspect packages and done away with by law enforce. . no arrests have been made. the investigation is now being headed by the fbi in conjunction with other federal and state and local agencies. i want to bring in a young man who is an eyewitness. he was eating with co-workers when he heard the first explosion. so you're about 100 yards away. what did you hear? >> bewere inside the restaurant. heard the first explosion. kind of shook the building a little bit. we kind of wondered what it was. looked outside and saw some smoke. actually ran outside. then the second one blew up about 100 yards from us. >> did they sound like they were about the same size? >> the first one sounded small, because i
. you mentioned the amount of law enforcement and the different law enforcement agencies there responding to that. i also want to share with our viewers an alert that has come through from m.i.t.'s emergency alert system. this is from about 30 minutes ago where they are still advising those on the campus of m.i.t. to please remain indoors saying that police have not determined that the campus is safe. that sf in response to a shooting on campus. in that case an m.i.t. police officer was reporting to a response of a disturbance when he was shot. authorities say that he was shot multiple times officials are saying there are no other victims in that shooting, they are still investigating. no arrests have been made. they are pursuing a suspect there. about 4 1/2 miles away from cambridge, where there was another instance of violence there this evening. at least three explosions and several gun shots. we do not have reports of injuries at watertown. when something like this happens, there is a massive law enforcement response at the time that this violence first started. witne
them at the point they decided to release these pictures? >> the best case scenario for law enforcement is to keep it within law enforcement, make the identification and the arrest before you go public and not complicate it, not get lo lookalikes. there's going to be tens and thousands of phone calls that come in. somebody is going to say it's my ne neighbor. someone is going to call in and say that's my ex-boyfriend. true fact? we don't know. but chris, there is a needle in a haystack and in this case, two needles and i really believe -- i mean, a picture is worth a million words right now. nationally and internationally, there are people picking up the phone, there are people sitting down in front of a computer looking at these guys and saying i think i know one of these guys and we see one guy talking on a phone t appears to be. maybe he's faking it. maybe he's talking on a phone. if he's talking on a phone, the fbi and other agency also grab that signal out of the air at that exact second and we'll know who he was talking to. if we can't find them, let's find somebody they know and
considered as a possible hideout? >> well, as you know, chris, they started with a 20-square-block area. law enforcement suggests they've been through about 80% of that. we are looking for a needle in a haystack. and look, we know his brother took a lot of hits in the gunfight with law enforcement last night before he was killed. you might suggest that this 19-year-old man we're looking for, he may have been hit, too. so he could have crawled under a building someplace. he could be barricaded inside of a house somewhere by himself, or holding a hostage, or he may, just may have been able to steal another car and our worst case scenario and get out of town. once law enforcement finishes this search of this 20 square block, then they have to regroup and figure out what cars have been stolen in the area that he might have used to get away from, or did we miss him and do we go back again? and, chris, i know we're going into the weekend, but how long do you keep a city like this bottled up and tell everybody to stay inside? >> well, is there any way of tracking besides basically hard target, i me
imaginable law enforcement vehicle today come through this area as they were doing those house to house searches on 20 blocks here in watertown and we saw that increased police presence but they weren't walking nearly as quickly nor with as much purpose as we have seen in the last couple of minutes. clearly there is something going on. there were reports of shots fired at another area of watertown not where we are standing right now. there are a lot more people on the streets and we're not just talking about law enforcement. that's because as soon as we heard at that press conference after 6:00 p.m. that the stay indoors had been lifted, we saw so many people going out on the streets. they are bringing their dogs out for a walk and as those vehicles are pealing around the corner and down the street behind me, there were a number of people gathered around the street corner. they started cheering, clapping, saying go get him. where exactly they were headed, that is being looked into. we don't want to dive into speculation at this point but as you can see, there is a lot of focus from peop
to get away. so the police, law enforcement, always like to have the element of surprise. so at the point that they do release the photos, that's the point when authorities are asking the general public to please help out with this investigation. >> let me offer you as civilian counterpoint, if those people are the people who did this crime, who laid the bombs there, did everything deliberately obviously, they're facing capital one charges. why wouldn't they have fled immediately? they could be at the seattle border, they could be in mexico, canada, out of the country, anywhere in the world after four days now. >> certainly they could. but we don't know that. we don't know who else was involved. and i think, you know, possibly that's a question better asked when they have the press conference to the fbi. i'm not privy to the inside information. so i'd rather not speculate on why or why not they didn't release the photos. >> okay. let me go back to governor. it seems to me homeland security, and i'm wondering what this does, if it's foreign or domestic. how's it change the equation? >> pro
that? >> my best case scenario, again, if i was in law enforcement at this time, i wouldn't tell anything to the media until i had my whole case put together. you're going to have one chance at this guy. you've got to make the best case you can. as soon as his name or address goes public, you know, the media hoards are going to descend on this whole thing. as an investigator, make your case, then let the media come in. >> what more do you need, you first then jim, than a picture of a guy or person dropping a black bag at the site of a bombing and then splitting? what more evidence would you need to make a case in court than that? >> well -- >> picture of a person. >> that's circumstantial evidence. unless we have a movie of him actually doing it, unless we know that black bag was actually it. you know, there's too many ways as you well know that you can be attacked in court for different reasons, suggesting his hand's really not on the bag and maybe somebody dropped it a second before he walked by. there's a lot to put together from the forensic side other than a picture where he
on boston bombing coming up this hour. when we return we're going to get into the law of this case. dzhokhar tsarnaev was formally charged today. he'll be prosecuted through the criminal justice system despite republicans who say he should be treated as an enemy combatant. >>> later, the russian connection. we have new details about the older brother, tamerlan, and his six-month trip overseas to russia, that area, as he became increasingly more devout in his religion and radicalism. >>> here in washington, the marathon bombings have already started to change the debate on things like -- you knew this was coming -- immigration. >>> finally, life started to return to normal this weekend in boston. i was up there as the slow healing begins. this is "hardball." as we say up there, "hardball." the place for politics. >>> he will not be treated as an enemy combatant. we will prosecute this terrorist through our civilian system of justice. >> welcome back to "hardball." that was of course, white house spokesman jay carney short by before 1:00 p.m. today making clear the boston suspect will not be t
in all of these events has been the interaction between federal law enforcement and local law enforcement. in the 1993 world trade center bombing because that was really a federal facility, the federal government got involved but immediately almost had a fistfight between fbi and atf. so now what you've got it looks like a good working relationship between president obama and governor deval patrick has allowed a very smooth handoff from the boston police to the fbi. in watching just the press conferences so far, they've been sending the right signals of having a joint communicative working relationship. and that's critical to having an effective investigation. >> you and i were talking before about lockerbie, how you could determine through finding little particles of machinery that this was perhaps done by a certain kind of detonator. how far along are we? we already know now it was something to do with a circuit board. what does that tell you? >> they're saying they found a circuit board. how big of a piece, we don't know. remember in another case, it was about the size of your thumbnai
penalty, is that what you're saying? >> reporter: sure. because then he's got cooperating with law enforcement, but he's also lost his leverage by saying this. it is in his interest to be able to tell them something. >> you think a lawyer, michael, would have told him to hold out until he got a deal? >> reporter: absolutely. absolutely. the one thing a lawyer is going to try to do at this point is to save his life. the one way to do that is show cooperation by pointing the finger at somebody else or helping them find somebody else. look, i don't take these statements at face value, just, you know, just to be clear. you know, he could well be protecting somebody. clearly there were others who they were talking to. it's hard to imagine the two of them just simply became radicalized by themselves without any encouragement from anybody else. >> that surprises me, too. >> reporter: seems there was an accomplice in the plot. and also, we have the statements from the uncle who says there was somebody who radicalized the older brother. >> so let me thank you very much. >> reporter: that's
, methodical, careful and professional investigation. we've got every imaginable law enforcement agency at the federal, state, and local level. they are working very, very well together under the leadership of the fbi. it is going to take time. it's a several block crime scene and it's being combed sort of a quarter inch by quarter inch. it's going to be a slow investigation but i think as every hour and day passes, they make progress. >> what do you think is the attitude? you would know it as well as anyone up there, the attitude of the boston people and the massachusetts people about this? do they just feel that they are victims, something bad happened? or is there a sense of anger, if you will, that somebody would do this or a group of would do this? >> well, i think it's a mixture of all of that and more. i think certainly people are shocked, shaken in many, many cases shattered that something like this could happen at a civic ritual like the marathon of which we are so proud and on patriots day, there's frustration that the perpetrators haven't been found but i think people should

is doing and the law enforcement and so forth is doing is trying to take care of those people who are hurt and families of wounded and so forth. then we go into the investigate which really starts right from the beginning. and they've got to take their time and really do this the right way. examine everything and go through it like a fine toothed comb as we would say down here in texas. and make sure that they've got all of the details. because a case like this, you're not going to start this case overnight. and i know that we've become accustomed to, let's get it done right now. well, that's not going to make it in a case like this. because there may be overseas involvement here with people who may have been involved in this case. and they've got to go through all of those aspects. and it's best to take the time and get it right even if it takes a few years longer. >> mr. cavanaugh it seems to me because of modern technology and the fact everyone on earth seems to have a cell phone with them, camera with them, recording device, we're getting a jump perhaps. when you see a picture of a bag
